Packard joined the military sometime ago. He eventually created a helicopter squadron called the Sky Devils and became their commanding officer during the Vietnam War until the war's final phase in 1973. He recruited numerous soldiers including Jack Chapman, Reg Slivko, and Glenn Mills.
In Saigon, Packard was recruited by Bill Randa to Skull Island for an expedition. Once they arrived, his squadron was tasked to drop seismic charges on the island to record seismic activity. However, unbeknownst to him and his squadron, the true purpose of the expedition was to uncover the existence of Massive Unidentified Terrestrial Organisms which would result in several of his men being killed by Kong in a fit of rage. After Kong's rampage, he would into a maniacal quest to kill Kong out of vengeance.
He contacted several or his men who survived Kong's assault and regrouped with them. However, Chapman was on the west on the island and far distance from them. Angered that his men were killed, he confronted Randa and demanded to know what the true purpose of the expedition. Randa confessed that he was an official from Monarch; a secret scientific governmental agency tasked with uncovering the existence and hunting Massive Unidentified Terrestrial Organisms as proof that ancient monsters existed.
As he, Randa, and the remainder of his squad push on, they encounter and kill a Mother Longlegs and eventually rendezvoused with former British Air Force captain James Conrad and his group. They try to search for Jack Chapman, who unbeknownst to them was eaten by a Skull Crawler. He also secretly intends to use the remaining seismic explosives to kill Kong. After Conrad explains that Chapman was dead, he stated that they were still going to the crash site to retrieve the weapons necessary to kill the giant ape. Conrad and his crew try to reason with Packard, convincing him not to kill Kong as his absence would leave the Skull Crawlers alone to lay waste to the island and its natives.
However, Packard refuses and lures Kong with explosive charges. He then ignites the water on fire in an attempt to burn Kong to death. While Kong burned several more of his men by splashing the burning water on them, Kong was effectively weakened and went unconscious for a brief time. He then told his men to place his charges to finally kill Kong for good, gloating that humankind was king. When the rest of the group arrive, Conrad arrives and attempts him to stop his mad quest, stating that Kong was merely defending his island and to prevent the Skull Crawlers from running rampant. Packard still angrily refuses and tells him that his squadron were meant to do the "dirty work" so that humanity wouldn't have to live in fear as they even shouldn't know the existence of creatures like Kong. After having a change of heart, Silvko and most of the squadron turn against Packard, but Packard attempts to try and kill Kong once more. However, he ends up awakening a giant Skull Crawler dubbed 'The Big One', and as he tries to detonate the explosive charges to finish Kong off, the ape crushes Packard to death with his fist.
